    Job Responsibilities:  Provide installation GIS and CADD expertise and program management support services. Services include but are not limited to program management, mapping and analysis, database administration, data maintenance, consultation, and planning support to ensure MCB Hawaii obtains and maintains Geospatial data that adheres to USMC GEOFidelis / MCBH installationdata standards and procedures in support of installation management of all activities. 

    • Provide advisory support for GEOFidelis (USMC IGI&S Program), this includes but is not limited to input and recommendations for policies and processes, maintain and update GEOFidelis database and other MCBH geospatial data holdings. 
    • Provide quality assurance and quality control of the GEOFidelis geospatial data and products. Mapping and other GIS products in compliance with GEOFidelis standards and manage critical initiatives, objectives and all aspects of management associated with the USMC GEOFidelis program. 
    • Provide data management support for the upkeep, and handling of all geospatial data, including database design and maintain existing database solutions to meet requirements. 
    • Develop and work with relational, spatial databases and maintain Installation CIP and utility maps. 
    • Develop customer requested maps and specialized queries from existing or newly created data. 
    • Develop presentation GIS products. 
    • Publish web services, develop, and maintain web-based map applications and MCB Hawaii GEOFidelis Portal site. 
    • Maintain and update the GIS SharePoint site along with service ticket requests. 
    • Maintain research and develop process to improve and resolve issues. 
    • These services consist of but are not limited to, providing technical GIS expertise to government users and customers. 
    • Research and develop processes to improve and resolve issues. 
    • Use Global Positioning System (GPS) base wide for locating utilities, buildings, and other structures to include post-process collected field measurements. 
    • Convert, import, and update collected GPS measurements. 
    • Provide own computer with the latest versions of Esri and ArcGIS software to support the USMC GEOFidelis GIS program. 
    • Local Travel and fieldwork is required throughout the MCBH area of responsibility (AOR) to support various GIS initiatives and requirements. AOR primarily includes Kaneohe Bay, but on occasion could include, Marine Corps Training Area Bellows (MCTAB), Puuloa, Manana, Pearl City Annex, and Waikane Valley Impact Area. 

    Requirements

    • Secret Security Clearance Required
    • Minimum of bachelor’s degree in Geography, Geographic Information Systems (GIS), Cartography, Computer Science, Environmental Science, or related discipline + 7-9 years of experience in GIS project management, database administration, cartographic production, application development, spatial analysis, and similar duties. 
    • GIS Professional (GISP) Certification or equivalent. 
    • Expert user of ESRI’s ArcGIS software suite, including ArcGIS Portal/ArcGIS Online. 
    • Knowledge and experience with ESRI’s ArcGIS Server software products, multi-user database management, relational database design, scripting, and web services. 
    • Inclusive knowledge of GIS data development, data review, editing and quality control procedures. 
    • Demonstrated experience developing web applications and publishing/maintaining associated web services. 
    • Experience in developing and providing input and recommendations to Program policies, processes, critical initiatives, and objectives. 
    • Demonstrated experience managing and overseeing work of other GIS analysts/technicians. 
    • Experience in providing training and technical direction to less experienced GIS personnel. 
    • Demonstrated experience with project management and technical writing. 
    • Experience with Global Positioning System (GPS) data collection process; field data collection methods, survey techniques and knowledge of accuracy standards. 
    • Excellent written and oral communication skills. 
    • Experience with MS office products, including SharePoint site development and maintenance. 
    • Applications: Work-specific software applications are Micro-station CAD XXX, ArcView GIS, system that MCBH is utilizing (GEOFidelis).

    GIS Tech II (USACE, Fort Shafter, Hawaii)

    A minimum of three (3) years working production experience/knowledge of ArcGIS and ESRI mapping products.

    Preferred: Experience with Trimble Mapping Grade Global Navigation Satellite System (GNSS formerly referred to as Global Positioning System or GPS) to collect and process field data; Experience using the Spatial Data Standards for Facilities, Infrastructure, & Environment (SDSFIE); Experience authoring Federal Geographic Data Committee (FGDC) compliant metadata; Familiarity with provisions, specifications, and estimates for surveying, photogrammetry, LiDAR, and/or GIS scopes of work; Familiarity with developing, modifying, and serving web maps;

    Familiarity with Oracle and relational database design; Experience with MicroStation CAD files and willingness to work in an interoperable CADD/GIS environment where both software and storage formats are put to use in dual platforms; working knowledge of standard Microsoft applications.

    Must have good communications and interpersonal skills, both oral and written, to interface with managers, engineers, scientists and other personnel.

    Candidate must be proficient with Microsoft Office.  Other geospatial software used in this office includes SDSFIE tools, ERDAS Imagine, Trimble GPS software, and Adobe Photoshop.

    GIS experience is the most important factor.  Will consider education and potential to learn.

    • Solid understanding of GIS principles and practices and proven ability to troubleshoot and understand the applications of GIS.
    • Excellent written and verbal communication skills are essential.
    • Experience training others in use of GIS is a plus
    • Experience with architectural, construction and/or engineering firms preferred; experience in other professional services sectors will be considered.
    • Ability to explain technical GIS information to non- technical clients and team members.
    • Background with cartographic design principals is a plus.
    • Majority of time will be spent seated at a computer; however, some intermittent walking, standing and use of stairs may also be required.
