    Regular, Full Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), in support of Department of Land and Natural Resources (DLNR) Division of Forestry and Wildlife (DOFAW) located in Honolulu, Oahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

    MINIMUM MONTHLY SALARY: $3,620/Mon.

    DUTIES: Coordinates geo-databases in support of DOFAW programs including: Forestry, Wildlife & Hunting, Native Ecosystem Protection and Management, Na Ala Hele Trails and Access, Watershed Partnership and Protection, Invasive Species, Forest Health, Threatened and Endangered Species (invertebrates, animals and plants) and Wildfire & Natural Disaster response teams. Ensures that database frameworks are updated and aligned with other DOFAW project databases. Works toward automating databases where possible. Coordinates with partnering and cooperating natural resource agencies or programs to produce maps, geo-databases, and performs complex Geographic Information System (GIS) analyses for a variety of programs and projects state-wide. Supports database development for private and public landowner programs by working with program managers, researchers and other unique stakeholder communities. Supports ongoing management of geo-databases state-wide by trouble shooting and training for software and hardware information technology systems as needed.

    PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university with relevant coursework in information science, computer science, GIS focused programs and/or related field. EXPERIENCE: Three to five (3-5) years of working experience with Environmental Systems Research Institute (ESRI) software products including but not limited to ArcGIS mapping software, Arc Info (UNIX based systems) and/or ERDAS Imagine (version 8.1 or later). Two to three (2-3) years of experience in managing and programming geo-database systems with Microsoft Access or other spreadsheet software used to manage specific databases such as threatened and endangered species, invasive species and other relevant large and complex databases. ABIL/KNOW/SKILLS: Extensive knowledge of word processing, database software and computer hardware products. Extensive knowledge GIS databases and applications. Working knowledge of developing reports based on various environmental data. Possess excellent problem solving, critical thinking and detailed organizational skills. Ability to manage time and priorities for multiple programs and projects across the State. Ability to write and comprehend planning documents and prepare maps. Excellent communication. Able to create detailed maps and visually displaying spatial and tabular data. Must possess a valid driver’s license and maintain throughout the duration of employment. May be required to provide a clean driver’s abstract as deemed necessary by the job requirements and/or the project. If personal vehicle will be used for business purpose: Must possess proof of personal vehicle insurance and maintain throughout the duration of employment. Must also provide the RCUH Human Resources Department with driver’s license information and keep current throughout the duration of employment. Failure to meet this requirement or falsification of documents may result in disciplinary action including and up to termination of employment. PHYSICAL/MEDICAL REQUIREMENTS: Ability to hike in remote areas and over rugged terrain under inclement weather conditions. Must be able to lift and carry up to twenty (20) pounds unassisted.     SECONDARY QUALIFICATIONS: Working knowledge of Hawaiian natural history, ecosystems, flora and fauna. Experience with interpreting remote imagery. Experience managing natural resources in Hawaii. Master’s Degree from an accredited college or university in related field.

    We have an excellent opportunity for a GIS Specialist in our Honolulu, HI office. Selected candidate will assist the client in the development of GIS data and its integration into an Asset Management System; Interpret drainage plans and right of way documents to ensure quality data capture; perform field verification of drainage structure location and connectivity; and perform related and other work as required.

    Requirements:

    • Demonstrated experience using ESRI ArcGIS Version 10 or greater to develop, edit, and maintain spatial data;
    • Excellent interpersonal skills, including strong verbal and written communication;
    • Experience with Microsoft Office Applications - Excel, Word, PowerPoint, and Adobe Acrobat;
    • Ability to work both independently and on team assignments;
    • Strong technical aptitude, including the ability to quickly and efficiently learn applications, systems, policies and procedures;

    - Communicate issues and errors to constituents in meaningful ways to correct and enhance data quality, this includes technical support and training of entry level GIS users. 
    - Responsible for responding to technical questions from GIS users and resolve problems; refers and discusses complex problems with supervisor or other designated contacts as appropriate.

    Job Description: Perform geospatial and nongeospatial tasks as a GIS Technician working with a GIS Analyst and other GIS technicians in a team setting. GIS projects will include development of GIS layers, loading and editing GIS data, performing basic mapping and metadata authoring. Field work at various locations will also be required using a Trimble mapping grade GPS. The data and photos gathered will be integrated into various products in support of GIS development. Will develop geospatial products and provide consolidated database and custom reports. Complete assigned tasks using GIS software packages and other database software and other duties as assigned.

    Requirements:

    This is an entry level position with development potential. The ideal candidate will be a team player, good listener, quick learner, and motivated to learn.

    Candidate must be proficient with Microsoft Office and have some experience using ArcGIS products. Other geospatial software used in this office includes SDSFIE tools, ERDAS Imagine, Trimble GPS software, and Adobe Photoshop.

    Must have good communications and interpersonal skills, both oral and written, to interface with managers, engineers, scientists and other personnel.
