Key Role:
Design, analyze, and develop geo-spatial solutions and product specifications for infrastructure, hydrographic, and physiographic features for global geo-spatial images and vector products. Perform geographic information systems (GIS) analyses on natural resource data. Plan, design, develop, document, and analyze spatial and relational databases. Apply software to spatial and tabular data management, build databases by capturing map information with a coordinate digitizer, produce computer map products depicting database contents, and locate sources of GIS data. Provide solutions to a variety of technical problems of moderate scope and complexity. Work under general supervision, follow established procedures, and submit work for review for soundness of technical judgment, overall adequacy, and accuracy. Contribute to the completion of milestones associated with specific projects. This position is located in Honolulu, HI.



Basic Qualifications:
-Knowledge of using ESRI software, including comprehension of topological concepts and applications required
-Knowledge of interpreting ortho-imagery and assembling and combining spatial content from multiple data sources, including local, federal, and regional governments for analytical purposes required
-Knowledge of using geo-referencing records and products and converting non-GIS formats into usable GIS data to support terrain and topographic analyses required
-Knowledge of Python scripting required
-Knowledge of communicating complex GIS concepts to entry-level users required
-Knowledge of using GPS systems required
-Knowledge of using GIS for cadastral mapping required
-Knowledge of using ArcGIS software 10.2 to develop GIS databases required
-Secret clearance
-BA or BS degree in Geography, IT, or CS or completion of a college-level GIS Certification program and 5+ years of experience with GIS required

Additional Qualifications:
-Knowledge of object-oriented programming
-Knowledge of data models and structure
-Knowledge of the PACOM AOR and USMC DPRI initiatives preferred
-Knowledge of Microsoft Office, including PowerPoint expertise
-Knowledge of using spatial data standards for facilities, infrastructure, and environment
-Ability to work collaboratively with other agencies preferred
-Ability to interact with high-level program officials at the State Department, OSD, and COCOM level preferred
-Possession of excellent oral and written communication skills for usage with diverse teams of geographically dispersed professionals

Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
