    Primary Role: Responsible for gathering, producing, maintaining, analyzing, and reporting of Geographic Information System (GIS) data; preparing and updating maps and exhibits with GIS data sets; and using GIS data, applications, and tools to identify and solve problems for the engineering and operations staff. Utilize GPS to locate and field verify assets. Geographic Information System (GIS) mapping services in support of the Naval Facilities Engineering Command (NAVFAC) Marianas Asset Management business line (AM). Including data collection and maintenance, geoprocessing data analysis, and map publication. The Naval Facilities Engineering Command GeoReadiness Center (NAVFAC GRC) will serve as central repository and resource GIS data within the Joint Region Marianas Area of Responsibility. Accurate GIS mapping information is required for decision support for facility, utilities and asset evaluation. Accurate data will enable construction planning to efficiently plan projects, coordinate with regulating agencies as appropriate.

    Key Accountabilities:• Operate computer workstation to create and update maps for internal and external use utilizing latest ESRI software. Convert data collected from field operations into GIS database with proper and accurate spatial location. Maintain GIS attribute tables from data collected through various sources. Assure data consistency with company-wide standards and practices for data conversion and data maintenance in order to provide asset related metrics to decision makers. • Utilize mapping grade GPS to field verify and accurately locate assets and update GIS data accordingly. Configure GPS settings to collect location data within horizontal and vertical tolerance limits and post process GPS data as needed. • Continue to develop expertise in GIS. Perform other related functions to support the GIS program and other duties as needed.

    GENERAL REQUIREMENTS 1. Years of experience: Minimum of 3-4 years’ experience in GIS, or a combination of education in GIS, Geography, Oceanography or similar field with 2 years of post graduation work experience in GIS. 2. GIS Map Layering Experience Knowledge/Skills: • Detail oriented to conduct thorough analyses and evaluations, render and implement timely decisions and recommendations. • Ability to work independently and manage time across multiple projects and deadlines. • Ability to seek input/feedback and coordinate with other team members. • Good communications skills. • Proficient in use of tablet and hand-held electronic devices. • Understanding of GIS software, topology/geometric network techniques, data model formats, and data conversion practices. • Working knowledge of GIS related software, desktop mapping, web mapping, GPS, and database/spreadsheet applications. • Knowledge of CAD and related software and GIS/CADD interoperability. • Familiarity with relational databases and working within a SQL enterprise environment Certifications & Licenses: Must possess a valid passport and able to travel internationally. . Work Environment: Employee may be required to work indoor or outdoor work during seasonal heat and cold or other adverse weather conditions.     GIS Analyst VI Position

    Honolulu Land Information System (HoLIS)

    Project:  Oahu Structure Database Update & Flood Analysis

    A full time senior GIS Analyst position is available with the CCH DPP HoLIS program.  The position is grant-funded in partnership with the Office of Climate Change, Sustainability, and Resiliency (OCCSR). 

    The objective of this project is to develop an updated GIS structure database for all of Oahu and complete a flood hazard analysis, using the data to better understand current flood risks and target opportunities for mitigation, especially for high-risk, Repetitive Loss (RL) or Severe Repetitive Loss (SRL) properties.  The position will oversee the creation and administration of a project plan; review data requirements; oversee the acquisition and entry of necessary data; coordinate the update of a building structures data model; oversee the flood analysis and data visualization products, and communicate progress and products to FEMA and CCH Administrators.

    The Hawaii Emergency Management Agency (HI-EMA) Disaster Assistance Branch plans and directs all activities related to the statewide recovery due to the impacts and damages from a major disaster.

    HI-EMA has been appointed by the Governor of the State of Hawaii as the COVID-19 pandemic statewide coordinator. HI-EMA has been given the responsibility of using the federal Care’s Act funding to plan, purchase, store and distribute of Personal Protective Equipment (PPE) for Hawaii’s first responders and supporting agencies and to contract for other support services to sustain the State during the pandemic and recovery.

    This position is responsible for quickly developing and maintaining systems for COVID-19 pandemic and recovery. The position analyzes and modifies computer programs to increase system capabilities, correct errors, increase system efficiencies, and enhance system performance. This position will also perform GIS work responsible for initiating, planning and completing time sensitive geospatial projects relating to COVID-19.
