    The GIS Specialist/Analyst reports to the ITAM Program Coordinator and is responsible for managing and coordinating the GIS program at various installations.

    Primary Duties & Responsibilities:

    •Coordinate and manage all aspects of the ITAM GIS program

    •Create and manage databases

    •Collect field data (GPS)

    Qualifications

    Position requires a Bachelor’s degree in GIS, Geography or related field.

    -Must have 1-4 years of work related experience and a demonstrated proficiency in using the ESRI ArcGIS suite of products (ArcMap, ArcCatalog, and ArcToolBox). 

    -Proficiency in GIS software applications and programming is required.  Also requires a demonstrated proficiency in both written and oral communication skills and a working knowledge of industry practices.  In addition, the incumbent must possess the following specific skills and competencies:

    -Well-developed skills with one or more GIS packages including scripting, programming, modeling, and designing. 

    -Ability to design and maintain GIS databases and other database formats such as Microsoft Access, dBase, etc.

    -Proficiency in cartography and map design, including coordinating systems, projections, and map scales. 

    -Ability to utilize, convert and incorporate various types of data into GIS. Examples of this data include Computer Aided Design and Drafting (CADD), Global Positioning Systems (GPS) and database files.

    -Knowledge of programming and scripting languages such as Visual Basic, Python, HTML, AML, EML, Cold Fusion, etc.

    -Systems automation skills (e.g., UNIX scripts, NT batch scripts, Linux scripts)

    -Ability to independently assess data anomalies, software problems, and program design flaws, and take appropriate steps to make the project work.

    -Ability to ascertain hardware/software limitations, how to work within them, and what can be done when limits are reached.

    -Ability to communicate results of assigned tasks in writing.

    -Ability to document work performed on a project in project logs.

    -Ability to document specific information about project data in the metadata file.

    -Proficiency in basic office automation software including MS-Word or MS-Excel.

    -Must be able to do field work on uneven terrain under extreme weather conditions and operate a four wheel drive vehicle on rough roads/trails. 

    -Must have excellent communication skills and be able to work as part of a team in a highly structured organization.

    -Must have or be able to obtain & retain a valid state driver’s license to legally drive on and off post .

    -US Citizenship.

    -Ability to successfully pass NAC-I (National Agency Check with Inquires) investigation.

    PHYSICAL REQUIREMENTS- This position may involve, walking/sitting/standing for extended periods of time in rough terrain/inclement weather, climbing, lifting objects or equipment up to 50 lbs by oneself, driving a variety of vehicles such as pick up trucks or ATVs.

    NSGIC is looking for a Technical Developer and a Senior Technical Developer to participate as subcontractors on an exciting project to improve access to GIS web services/data for public safety through the GIS Inventory. Specifically, NSGIC seeks to develop ability to generate Web Feature Services (WFS) and Web Map Services (WMS) from multiple WFS/WMS sources, as well as to generate exportable data packages (e.g., zipped shapefile) from WFS from given spatial metadata queries. Experience in open source web development, in particular, GDAL, OGC WFS and WMS, is required. Familiarity with Lenox command line tools, GeoServer, CKAN and Open Geoportal is preferred.     Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR) performing programmatic and project tasks on land controlled by U.S. Army Garrison Hawai‘i (USAG-HI) on the Island of Oahu.     DUTIES: Coordinates with USAG-HI Cultural Resources Manager and Oahu Army Cultural Resources Management (OACRM) Program Manager (Oahu), USAG-HI, and programmatic staff to verify, maintain, and update cultural resource related geospatial data in compliance with U.S. Army requirements. Able to hike up to ten (10) miles per day while lifting/carrying a backpack weighing forty (40) pounds unassisted. Able to camp in remote and rugged areas for periods of several days.     SECONDARY QUALIFICATIONS: Experience in the cultural and archaeological setting specific to U.S. Army lands and programs. Knowledge of and experience with DoD Cultural Resources in general and the policy, organizational, and operational contexts within which they are managed. Skill as a catalyst and motivator to elicit cooperation and compliance with actions from diverse individuals and groups. Knowledge of local, Federal, State lands use and environmental laws. Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships. DoD experience. Familiarity with SDSFIE and FGDC standards as implemented by the U.S. Army Installation Geospatial Information and Services (IGI&S) program.

    Summary:

    Assist a DoD client with improving and maintaining GIS data for military installations. Provide specialized technical and analytical geospatial assistance that will support the maintenance of installation datasets. Support data collection, SDSFIE standards integration, and quality verification processes. Maintain geospatial data in an enterprise GIS implementation, aid in the maintenance of the geodatabase, and apply technical and programmatic knowledge of GIS. Execute the responsibilities of a GIS Analyst supporting Installation Management functions as a part of a DoD Installation Geospatial Information and Services (IGI&S) Program, which include:

     GIS technical proficiency and experience with Esri ArcGIS.

     Experience working in an enterprise Esri ArcGIS environment.

     Data preparation, management, and maintenance

     Script writing for automation of routine GIS tasks and procedures.

     Data Model support and compliance.

     Communicate standards, methods, quality assurance/control processes, and metrics.

    Requirements and Experience:

    The following are desired capabilities and experience of the potential candidate:

     Bachelor’s Degree in Geography, GIS, Cartography, or IT related field

     5 years of experience with Esri ArcGIS Desktop and Server applications

     Current US DoD Secret Clearance

     Python script writing experience

     Data management experience

     GPS experience

     Excellent writing and communication skills

     Knowledge of DoD and Federal GIS Standards and Policy
